This is a Centrally Managed position under the Contracting Career Field.
This is an APDP position requiring Level/Tier 1 (Foundational) Non-Critical certification in Contracting within 24 months of assignment.
This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements.
Qualifications Experience requirements are described in the National Defense Authorization Act (NDAA) for Fiscal Year 2020 (Public Law 116-92) amended section 1724 of title 10, United States Code.
Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Basic Education Requirements:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

Experience:
Applicants must have or will have within 120 days of the closing of this announcement at least one year (52 weeks) of specialized experience at the next lower grade DO-1 (GS-11 equivalent), or equivalent in other pay systems.
Examples of specialized experience includes:
Providing business advice and assistance to technical personnel involved in the development of the performance work statement/statement of work or data requirements; reviewing a diverse variety of requisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements; or issuing solicitations and amendments.
Desired Skills/Expertise:

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the DO-01 (GS-11 equivalent) level is required to meet the time-in-grade requirements for the DO-02 (GS-12/13equivalent) level.
