SUPERVISORY PROGRAM ANALYST

Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to the Logistics; providing technical assistance to supervisor regarding duties; and preparing programs, policies, and activities regarding logistics. Experience may include, expert knowledge of Director of Operational Test and Evaluation (DOT&E), Air Force Test and Evaluation (AF/TE), HQ ACC, HQ AFMC, HQ AFSOC, and AFOTEC test program procedures and methods, the sequence and timing of key developmental and operational test events, the HQ ACC Test Priority List coordination and approval process, the HQ ACC EPO coordination and approval process, the JGRCSP coordination and approval process, and qualitative/quantitative methods to track and assess the unit's ability to execute assigned flight and ground tests. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1) Expert knowledge of Director of Operational Test and Evaluation (DOT&E), Air Force Test and Evaluation (AF/TE), HQ ACC, HQ AFMC, HQ AFSOC, and AFOTEC test program procedures and methods, the sequence and timing of key developmental and operational test events, the HQ ACC Test Priority List coordination and approval process, the HQ ACC EPO coordination and approval process, the JGRCSP coordination and approval process, and qualitative/quantitative methods to track and assess the unit's ability to execute assigned flight and ground tests. 2) Ability to communicate effectively, both orally and in writing at the MAJCOM level; negotiate complex issues; and maintain good working relationships. 3) Knowledge of safety and security regulations, practices, and procedures. 4) Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 5) Knowledge of Air Force capability and planning process--Concept of Operations/Capabilities Review and Risk Assessment (CONOPS/CRRA)--the Air Force Military Construction (MLLCON) process, and the DoD Planning, Programming, Budgeting, and Execution System (PPBE). 6) Knowledge of Air Force and MAJCOM program goals and objectives; the sequence and timing of key operational, acquisition, and test events and milestones; methods of evaluating the effectiveness of planning and programming actions related to actual events; and the relationship of the various command entities involved in overall operational and developmental test program planning and execution. 7) Knowledge of the various ACC entities involved in overall planning, programming, and execution of operations, test, training, resource allocation, and range management. 8) Knowledge of the various AWFC and 53d Wing entities involved in specific planning, programming, and execution of operational test and evaluation, force development evaluation, tactics development and evaluation, and weapons system evaluations. 9) Air Force rated expertise as it applies to assigned test programs and weapons systems. 10) Skill in designing/conducting comprehensive studies and preparing solutions to resolve substantive problems or increase the effectiveness and efficiency of work operations in operational test programs. 11) Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals may involve substantial resources, and/or require extensive changes in established concepts and procedures. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
